The main goals of this project were to offer a mobile tool that promoted the participatory citizenship and the Town Hall’s transparency and feedback. The purpose was to have a very user-friendly tool for the residents and a whole integration with the municipal information systems in order to have current and relevant information for citizens. The solution should be available on the web but also in an app format for a more frequent use.


The app, created for iOS and Android, takes advantage of the camera and of the georeferencing to, in only 3 steps, enable to report to the Town Hall any problems in the city. This information is automatically integrated with the municipal information systems, and its report and evolution is visible for the entire community. Beyond this capacity of management of incidents in the city, there is also information to the residents about events and activities in the city.


We have designed an experience focused on the visualization of the map of Cascais. We wanted that the users could have immediate access to the participations being reported by the community of the city and make this information easy to access. On the other hand, the incentive to new participations was also very relevant, so in that sense we made the call-to-action easier, which allows the residents to make new interventions.

The experience on the website and on the app is consistent, following the same goals, but contextualized with the different moments of use. For example, in the app we take advantage of the possibility of the user to take photographs directly with his smartphone.
